The mission of the Institute Humboldt is to promote, coordinate and conduct research that contributes to the knowledge, conservation and sustainable use of biodiversity as a factor in the development and well-being of the Colombian population. It works in a network with multiple organizations, with the capacity to influence decision-making and public policies.

As part of its functions, the Institute is responsible for conducting scientific research on biodiversity, including hydrobiological and genetic resources, in the Nation's continental territory. It also coordinates the National Biodiversity Information System (SIB Colombia) and the creation of the national biodiversity inventory. This mission is key because biodiversity provides essential services for health and development, not only for the particular species with food and medicinal attributes, but also for the ecosystems that, if they maintain their integrity, regulate the climate and water and slow the spread of infectious diseases.

The Alexander von Biological Resources Research Institute (Instituto de Investigación de Recursos Biológicos Alexander von Humboldt ), in the development of its purpose, will carry out the functions assigned to it by law.

- Obtain, store, analyze, study, process, provide and disseminate basic information, knowledge and narratives on biodiversity, at all levels of organization, as well as on the ecological and evolutionary processes that occur at the level of genes, species, ecosystems and landscapes for their conservation and sustainable use, ecosystems and landscapes for their conservation and sustainable use

- Contribute to the knowledge of the biological diversity of species, which environmental authorities should have in the development of their competencies, through information systems that use digital sequences of information on genetic resources, especially regarding their extinction, contamination and degradation.

- Promote the incorporation of applied omic sciences for a better understanding of the molecular processes contained in biodiversity, and their possible applications in bioprospecting.

LEGAL FRAMEWORK

The Institute's work is framed within the framework of the United Nations Convention on Biological Diversity (CBD) signed by Colombia at the Rio de Janeiro Summit in 1992 and ratified by Law 165 of 1994. The fundamental pillars of the CBD are conservation, the sustainable use of biodiversity and the fair and equitable sharing of the benefits derived from the use of genetic resources. It also provides a working space on biodiversity that signatory countries must implement in their respective territories.

Within this international framework, Colombia's National Biodiversity Policy was formulated, with three strategic pillars: to know, conserve and use sustainably.

This allowed the country to make significant progress in this area and to develop for the first time a National Biodiversity Action Plan, which is an operational instrument for initiating actions to cover the three pillars of the Policy.

Within this national policy, the Institute was created as a mixed science and technology entity, governed by the rules of private law, with administrative autonomy and its own patrimony. These parameters were established by Law 99 of 1993, which authorized the Nation to associate with private entities, in accordance with the parameters established by Law 29 of 1990 and its regulatory decrees.

Law 99 of 1993 specifies the functions of the Institute focused on developing scientific and technological research on biodiversity, promoting the establishment of research stations in the Nation's territory, providing advice to the entities that make up the Environmental System (Sina), and creating the country's National Biodiversity Inventory. Decrees 1600 and 1603 of 1994 regulated additional functions related to its mandate and the information system.

Subsequent regulatory developments have assigned other functions, related to botanical gardens (Law 299 of 1996 and Decree 331 of 1998), the scientific authority of Cites (Decree 1420 of 1997), and the registry of biological collections (Decree 309 of 2000). The highest governing body of the Institute is the General Assembly, which is constituted by the founding and active members.

This body is in charge of approving the Statutes, establishing the general policies of the entity, electing the Board of Directors, the fiscal auditor, and approving annual reports.
