| National Environment System (SINA) |

Law number 99, 1993 created the National Environmental System (SINA), which
is defined as the group of policies, norms, activities, resources, programs and
institutions which allow the development of the general principles contained in the
Colombian Political Constitution, 1991 and in Law number 99, 1993. The SINA consists of
the Ministry of the Environment, the Autonomous Regional Corporations, the Territorial
Entities, and the Research Institutes appointed by and linked to the Ministry. The
National Environmental System has the purpose of ensuring the intersectorial coordination
within the public scope of policies, plans and programs relating to the environment and
natural renewable resources.Law number 99, 1993 also creates the Research Institutes appointed by and linked to the Ministry of the Environment as technical assistance organs for the National Environmental System (SINA). The other four institutes constituted are:
