Policy and legislation research program


General Objective

To promote, coordinate and carry out research on the impact of policies and norms upon the knowledge, conservation and sustainable use of biodiversity.

Objectives

  1. To analyze the effects of policies upon biodiversity, to identify positive effects on conservation and sustainable use of the biologic resources and when necessary to propose viable options for their modification or complementation.
  2. To provide the scientific and technical basis for the formulation of policies and legislation on biodiversity on a national and international level.
  3. To support the National Environmental System (SINA) in its decision making with scientific and technical principles.
  4. To analyze the current Colombian legislation on biodiversity.
  5. To incorporate the results of other programs of the Institute in policy and legislation decisions.

The traditional focus of environmental policy was based on isolated policies of conservation and sustainable use of natural resources, such as forest, fauna and flora, without taking into account the entirety of biodiversity. Additionally, the policies of other sectors in general do not contemplate environmental variables. When they do so it is in a marginal manner, through environmental licensing or complying with legal requirements. The need for the evaluation of sector policies and their effect on biodiversity is highlighted for these reasons and also to give scientific and technical support to policies around this topic.
