Background

Alexander von Humboldt Biological Resources Research Institute was created by Law number 99, 1993 and it is part of the National Environmental System (SINA) of Colombia. The Institute is a non profit civil organization subject to private law rules, linked to the Ministry of the Environment. It has administrative autonomy, legal personality and its own assets and is governed by the principles contained in Law number 29, 1990 and the Decree number 393, 1991. The Institute is in charge of the realization of basic and applied research on the genetic resources of national fauna and flora and of creating and arranging the scientific biodiversity inventory throughout the country.

The Law number 99, 1993 established that the Institute for Research on Biological Resources "Alexander von Humboldt " is in charge of scientific and applied research of the biotic and hydrobiological resources in the continental part of the country. The Institute is to create research stations of national macro systems in regions not covered by other specialized research entities linked to the Ministry of the Environment. It is also meant to support the Autonomous Regional and Sustainable Development Organizations, Departments, Districts, Municipalities and other territorial entities in charge of the environmental and renewable natural resources management in these regions with technical assistance and with the transfer of technology. The research which the Institute carries out and its results will be the basis for the creation of the national biodiversity inventory.

The Constitution Assembly of the Humboldt Institute was celebrated the 20th of January, 1995 at Villa de Leyva in the Boyacá region and the Constitution Act was subscribed by 24 founder members which include governmental entities, universities and non governmental organizations.
